Federal Shutdown Over
After 43 days of shutdown, both the Senate and House have approved a bipartisan stopgap bill to reopen the federal government and fund most agencies through Jan. 30, 2026. The agreement guarantees back pay for furloughed employees, reverses shutdown-related layoffs and reductions in force, and keeps SNAP and WIC operating, with reimbursement to states that fronted funds. It also includes a commitment from Senate Majority Leader John Thune to hold a December vote on extending expiring ACA premium tax credits, a pledge that applies to the Senate only. CSEA supports extending these credits to prevent working families from facing potential premium hikes of 100% to 200%, and we will continue to fight to make this happen.

CSEA Members Rally to Bring Our Upstate Workers Home
Recently, CSEA members joined with our labor partners and community allies outside the Syracuse Federal Building for a powerful press event and rally. Together, we demanded the release of Alcibiades “Alex” Gonzalez and Yannier “Yan” Vazquez, two SUNY Upstate Medical University employees detained by ICE. On a cold November evening, hundreds came together to call for justice and compassion — standing united behind the message to Bring Them Home. This show of solidarity proves what our union stands for: fairness, dignity, and the belief that every worker deserves to live without fear. CSEA will always raise our voices for what’s right — because when one of us is treated unjustly, all of us stand up. Sadly, we learned on Monday that another CSEA member was arrested by ICE. We are gathering more information, and we will not waver in defending the rights and dignity of every member.
New and Returning Officers: It’s Time to Step Up!
Start scheduling New Member Orientations (NEOs) for every new hire in your workplace. NEOs are critical to building CSEA’s strength and growing our union power. 💪

Taylor Law requires public employers to provide unions with contact information for new employees and grant them access to meet with the new hires within 30 days of their employment.

Recruit union members to enroll as CSEA Retirees when eligible
CSEA Locals and Units should honor their retiring members by helping them join the CSEA Retiree Division. Across the state and in Florida, CSEA has a network of active and engaged retiree Locals looking for new members. The Financial Standards code permits Locals and Units to use rebated funds to pay the first-year membership dues for retiring members. Please give it your serious consideration. Our Union’s power comes from the members — whether employed or retired. In these times we must come together now more than ever. The life cycle of a CSEA member doesn’t end with active employment; it continues into retirement.

If your Local or Unit pays the first-year membership dues, make sure to mail in the retiree membership application along with the check for the retiring member together.
TRAINING OPPORTUNITIES AVAILABLE

Upcoming Representation and Steward Trainings
The CSEA Education and Training department has grievance, discipline, and steward workshops scheduled across the state. Click here to see upcoming trainings in your region, as well as supplemental virtual workshops.

Reminder: In accordance with the CSEA Local and Unit Constitutions, Article V, Section 6: “All officers shall attend officers’ training sessions, grievance training sessions as well as disciplinary training sessions as provided by the Association.”

Virtual President and Vice President Training
CSEA’s President/Vice President Academy Training will be held virtually on Tuesday, Dec. 9, 2025, from 6 to 9 p.m. This workshop is open to untrained Presidents and Vice Presidents from all regions. Registration closes Nov. 21. To register, contact your Region Office.

CSEA Region 6 In-Person Presidents and Vice Presidents Training
• Monday, Nov. 17 – Rochester Satellite Office (Building E, Suite 3, Rochester, NY 14623)
• Tuesday, Nov. 18 – Amherst Office (120 Pineview Drive, Amherst, NY 14428)
Dinner will be available at 5 p.m., with training from 5:30 p.m. to 8:30 p.m. Presidents and vice presidents are encouraged to bring their officer manuals. Seating is limited, so register early by contacting Annette Marbley at 518-257-1255 or annette.marbley@cseainc.org. Registration closes Nov. 10.

Treasurer Training
CSEA Region 4 will hold an in-person Treasurer Training on Thursday, Nov. 20, at the NYSUT Headquarters, located at 800 Troy-Schenectady Road, Latham, NY 12110. Registration and dinner begin at 4:30 p.m., with training from 5 p.m. to 8 p.m. Treasurers are encouraged to bring their Financial Standards Code. Seating is limited. Register early by contacting Marceline Messore in the Statewide Treasurer’s office at 518-257-1256 or Marceline.messore@cseainc.org. Registration closes Nov. 14.

If a CSEA member unsubscribes from one CSEA email, they’re automatically unsubscribed from all future emails.

Email is one of the main ways CSEA shares important updates, benefits, and Local or Unit information through our Action Network system. Many members don’t realize that opting out once means missing out on everything else. Please remind members at meetings and gatherings how unsubscribing works and continue collecting and sharing member email addresses with CSEA. Keeping our contact lists up to date helps ensure everyone stays informed and connected.

CSEA Veterans Day Activities
The annual Veterans Ceremony at the Buffalo Naval Park was held Saturday afternoon, hosed by the Region 6 Veterans Committee. Speakers included U.S. Rep. Tim Kennedy, state Sen. Rob Ortt, Region President Steve Healy, and Region Executive Vice President Tim Finnigan, with heartfelt tributes, live music, and a wreath-laying at the Vietnam Memorial.

The CSEA Long Island Region One Veterans Committee held their annual Veterans Day Ceremony at Armed Forces Plaza in Hauppauge. Readings honoring the U.S. Armed Forces and prisoners of war were shared as members listened and reflected on the sacrifices veterans have been made for our country.

Polar Plunge Events on Long Island and in Western NY
The Brookhaven Special Olympics Polar Plunge will take place Saturday, Nov. 22, 2025, at Cedar Beach in Mount Sinai. The “CSEA Crazies” will be Freezin’ for a Reason at the Town of Brookhaven Polar Plunge.

If you don’t want to plunge, you can feel free to donate here!

The Buffalo Polar Plunge will be taking place on Thursday, Dec. 4, 2025, at Woodlawn Beach State Park. This year, Region President Steve Healy has offered to join the plunge if the Region can raise $25,000 to Special Olympics.

Clinton County Community Support
With so many neighbors in need right now, Clinton County Local 884 pulled together a fast and impactful food drive last Friday. CSEA members from across the county donated food items and received a gift card in return. The result was two carloads of food donated to JCEO's Food Bank in Plattsburgh.
