services fields. Such efforts shall include, but not be limited to, topics as:
stress management, interpersonal relations, topics regarding the care and
treatment of the mentally ill, mentally retarded, youthful offenders and
prison inmates.
Included among the goals of this program is the enhancement of the
ability of employees in Institutional Bargaining Unit positions to more
effectively deal with the tremendous demands placed on their professional
and personal lives resulting from the stressful and exhausting conditions
inherent in the delivery of human services.
Article 51
General Hospital Duty
Where hospital duty is deemed appropriate, such duty shall be assigned
on the basis of voluntary and mandatory rosters among qualified
employees who normally do such work by work location or service. Such
rosters shall be maintained in the same manner as overtime rosters. Nothing
contained herein shall limit the develop- ment of local labor/management
procedures regarding assignment to hospital duty.
When an employee is assigned to such general hospital duty, that
employee shall be reimbursed for travel expenses incurred and shall
receive an amount equal to 15 percent of their daily rate of pay for each
instance which requires travel beyond one-half hour from the facility.
Article 52
Recall Pay
An employee who is recalled to work overtime after having completed
his or her scheduled work period and left his or her scheduled work station
shall be considered to have worked, for the purpose of computing overtime
credits, a minimum of one-half day. In the event an employee is recalled to
work more than once during a period of one-half day commencing with the
onset of the initial recall, he or she will not be entitled to more than one-
half day’s overtime credit unless more than one-half day is actually
worked. There shall be no assignment of routine or non-emergency duties
or other “make work” in order to avoid the payment of recall pay.
For purposes of this article, recall is de fined as unscheduled overtime not
contiguous with the employee’s scheduled work period.
