CSEA Local 436

May is Member Appreciation Month!
Every day, CSEA members work tirelessly to provide public services in every community across New York. To show our appreciation and celebrate their hard work, CSEA will be holding events across each region throughout the month, culminating with a virtual celebration ‘A Toast to YOU!’ on Monday, May 19th at 7:00 p.m.

View my message to members and stay tuned to your email, social media and our website to learn exactly how to join us on the 19th at 7:00pm.
We cannot stay silent while worker safety is dismantled
Yesterday CSEA issued a strong statement on the federal administration’s decision to lay off nearly all remaining National Institute for Occupational Safety and Health (NIOSH) staff, which effectively guts the agency responsible for safeguarding American workers. This is a full-scale attack on the health and safety of America’s workers. Without NIOSH, we lose the agency that tests our respirators, protects our first responders and investigates workplace deaths so they don’t happen again. NIOSH also makes sure first responders and survivors of the 9/11 World Trade Center disaster receive medical care when they get sick.

We stand firmly against these cuts and will fight to ensure that our members and all workers remain protected on the job.

State Budget Update
The New York State Legislature began passing budget bills this week. The budget includes several victories for CSEA members, including:
• Enhancing the Work Zone Speed Camera Program doubling the number of cameras available to the Department of Transportation and the Thruway Authority and expanding the program to the New York State Bridge Authority.
• Extending the waiver of state civil service exam fees through December 21, 2027.
• Providing a 25-year pension plan to DMNA firefighters with a retirement benefit equal to 50% of their final average salary. The state is finally recognizing the service of these members and providing them with a pension that is in line with what is available to other professional firefighters.
• Allowing for the appointment of a new board of directors at Nassau University Medical Center and providing additional capital funding to support the hospital.
The Legislative and Political Action Department is still reviewing these bills. More details will be made available in the coming days.
Federal Budget Update
U.S. House of Representatives committees are continuing the process of reviewing and amending their budget and reconciliation bills, with the goal of cutting $2 trillion in federal spending. The House Energy and Commerce Committee, which is tasked with making $880 billion in cuts to health care programs like Medicaid, delayed its markup until the week of May 12.

At the same time, President Trump released his FY2026 budget request, which covers the federal fiscal year beginning October 1, 2025. This proposal is in addition to the cuts and changes being made through the reconciliation process. This proposal would be devastating to New York State and CSEA members, cutting non-defense discretionary spending by $163 billion. These cuts include 25% cuts to Title I education funding, which supports high-poverty school districts, and 30% cuts to the U.S. Department of Labor, which would have a massive impact on New York’s ability to enforce worker protections. We will continue to fight against these harmful cuts.
Local and Unit Meeting Minutes are a Constitutional Requirement!
The Board of Directors recently approved constitutional language for locals to provide their general membership meeting minutes to the region, including all unit meeting minutes.

They also instituted the requirement that units provide general membership minutes to Local Presidents. This helps the regions stay on top of what is going on in their locals and units, aids locals in keeping informed of unit activity and also assists locals and units in complying with constitutional requirements.

If you have any questions regarding this, please contact Statewide Secretary Stacey Baldwin-Deyo at (518) 257-1257.
Please Remind State Government Members to Fill Out Contract Surveys
Surveys for the upcoming state contract negotiations have been emailed to all state government members with a valid home email on file. Please remind members to complete these surveys to have their opinions considered by the negotiations team. Members MUST use the link in their email, as it can only be used once and is specific to them. If members did not receive the survey link in their email, they can contact State Operations at 518-257-1279 for a replacement link.
‘Stay Updated’ Contest
CSEA launched a contest on March 1 for members who update or verify their contact information via the MyCSEA app, website, or a contact card. In the past two months, 13,410 members participated!

The first round of winners were announced last week. All remaining entries roll over for another drawing at the end of May. As the contest continues, please spread the word to help us keep everyone’s information up-to-date.

Metropolitan Region Members Show Solidarity
On May 1, Metropolitan Region members and staff, including Region President Lester Crockett, joined thousands of demonstrators in lower Manhattan for the annual May Day march, uniting labor unions, immigrant rights groups, and community organizations in a powerful display of solidarity. The protest is part of a nationwide movement and calls for stronger labor protections, fair wages, and an end to policies perceived as undermining workers’ rights and immigrant communities. Participants voiced opposition to the Trump administration’s actions, including proposed Medicaid cuts and corporate overreach, emphasizing the need for democratic accountability and social justice.
