Kick Off to Member Appreciation
Today kicks off CSEA Member Appreciation Month. Every day, CSEA members work tirelessly to provide public services in every community across New York. To show our appreciation and celebrate their hard work, CSEA will be holding events across each region throughout the month, culminating with a virtual celebration ‘A Toast to YOU!’ on May 19th at 7:00 p.m.

Workers Memorial Day Event
A somber event was held Monday at the NYS Department of Labor offices on the state campus as workers, family and friends gathered for a Workers Memorial Day Dedication to 26 public employees who died on the job across the state this past year. CSEA Capital Region President Shana Davis participated in the program and read the names of the fallen workers. Also in attendance was CSEA Executive Vice President Rich Bebo, along with Thruway Local 058 President Sean Kennedy and 1st Vice President Lisa Hewitt. Following the event, attendees placed flowers near the reflecting pool.

CSEA’s Women’s Conference
In April, our union held our CSEA Women's Conference, themed "Collective Power, Collective Progress," in Tarrytown. Organized by our Standing Women's Committee, the conference featured workshops on leadership, advocacy and personal development. It was inspiring to see members from across the state come together to share experiences and strategies for empowerment.

On Friday evening, Monroe County Local 3rd Vice President Holly Roth was presented with this year’s Irene Carr Leadership Award for her dedication and leadership to her members. CSEA was also pleased to have two dynamic elected leaders speak at our conference Sunday morning, Governor Kathy Hochul and Senate Majority Leader Andrea Stewart-Cousins. Both women brought great energy to the room and spoke of their appreciation for the hardworking union families in our state.
Judge Blocks Trump Order Limiting Federal Union Rights
On April 25, 2025, U.S. District Judge Paul Friedman issued a temporary injunction blocking President Trump's executive order that aimed to eliminate collective bargaining rights for hundreds of thousands of federal employees. The order, citing national security, targeted over a dozen agencies, including the Justice, State, and Defense departments. The National Treasury Employees Union (NTEU) challenged the order, arguing it unlawfully stripped labor rights and retaliated against unions opposing Trump's policies. The court's decision restores union negotiations and dues collection, marking a significant victory for federal workers. Further legal proceedings are expected as the administration plans to appeal.
Update on Social Security Data
A judge has issued a preliminary injunction in AFSCME’s case to block Elon Musk’s so-called "Department of Government Efficiency" (DOGE) from raiding the Social Security Administration (SSA). The order bars DOGE from accessing sensitive personal data within SSA systems and mandates the deletion and return of any unlawfully obtained data. It also requires the removal of any software installed by DOGE staffers and the deletion of all non-anonymized data in their possession. For now, this crucial legal action prevents Musk from weaponizing our data to undermine Social Security.
New Threats to Federal Worker Protections
The Trump administration has issued two new proposed rules that take aim at federal workers and the integrity of the civil service system.

One proposal from the Office of Personnel Management (OPM) would reclassify about 50,000 federal employees as political appointees, stripping them of long-standing civil service protections. That means these workers could be fired simply for not pushing the President’s political agenda.

In addition, a new Executive Order says probationary federal employees would be automatically let go unless their agency certifies that they serve the public interest. The burden of proving that would fall on the employee—not the employer.
Federal Budget Update
This week marked the start of committees in the House of Representatives beginning the process of identifying $2 trillion in federal spending cuts. One of the biggest targets will be Medicaid, which is controlled by the Energy and Commerce Committee. That committee is responsible for finding $850 billion in savings, most of which will have to come from the Medicaid program. Congressman Nick Langworthy from Western New York is on this committee, and CSEA PALs and activists are pushing him to oppose any cuts that would hurt our state and local services. Cuts to the Medicaid program, as well as all other areas, would severely inhibit the ability of New York and its local governments to provide quality services. We will continue to fight against any cuts that will hurt services and jobs in our state.
State Budget Update – Deal Reached
Governor Hochul announced Monday that she’s reached a general agreement on a final state budget with the legislature. Details are still being finalized, but here is what’s been announced so far:
• A tax cut for middle-income earners Inflation relief checks—$400 for families, $200 for individuals (awaiting income eligibility details
• Tripling the child tax credit - $1,000 / children 0-4, $500 / school aged children
• Free universal school meals
• A ban on internet-enabled devices for students in K-12 schools
• $50 million in additional funding for local governments
Final negotiations will continue in the coming days before the legislature votes on a final bill over the next week.

CSEA Blitz News:
This past Saturday, the Region 5 team wrapped up a four-day blitz, where leaders and staff came together to connect with members in Delaware County. For those unfamiliar with how rural this area is, we quickly found out! Issues such as lack of cell or GPS service couldn’t stop our efforts. No herd of buffalo or wild animals could distract us from reaching every single member (yes, we really saw dozens of buffalo!). We even got to meet a week-old calf and squeezed in some equine therapy to help push through the day.

County members attended worksite meetings to hear updates on their contract and learn more about CSEA’s member-only benefits. Leaders and staff stressed the importance of staying involved and connected. Members appreciated the opportunity to be heard in one-on-one conversations at both their doors and worksites.

Overall, the message was clear: CSEA was in town — and every voice matters! I want to commend the Region 5 team for kicking off the blitz season. Thank you for your dedication and for keeping CSEA strong! Click here to see more from the blitz.
Legal Services Plan
CSEA’s Legal Services Plan provides members and their families with access to personal legal assistance. There are two ways to participate. 1) In exchange for a membership fee, members receive free specified legal services and 2) With no membership fee, members can be referred to Plan Attorneys at discounted rates. However, CSEA recognizes that in some geographic areas, a participating law firm may not currently be available. Please contact CSEA’s Legal Department directly at 1-800-342-4146 for assistance.
Scheduled Maintenance
On Saturday, May 3, the CSEA Information Technology (IT) Department will be doing some maintenance, and our website and the MyCSEA app will be unavailable that day.

It’s a time to celebrate the incredible impact nurses have on our health and communities every day. CSEA proudly represents thousands of nurses working in state and local government, school districts, and the private sector. In Southern Region, Pawling member named Dutchess County Bus Driver of the Year
Congratulations to Pawling School District Unit member Alan Barto, who last week was named the Dutchess County School Bus Driver of the Year by Dutchess County Executive Sue Serino and the Dutchess County Traffic Safety Board. Serino and school officials teamed up for an event at the Pawling bus garage to celebrate Barto, a 14-year driver in Pawling who has a spotless safety record without any preventable collisions. The announcement of the honor was timed to coincide with Operation Safe Stop, a yearly statewide initiative promoting school bus safety through targeted traffic enforcement in areas identified by transportation officials as having a higher frequency of violations.
