to such employees who can reasonably be spared in order of seniority as
defined in Article 44 of this Agreement.
(b) To assist in the scheduling of such vacation time off, departments,
agencies, institutions or other local operating units may establish an annual
date or dates or period or periods by which or within which an employee
must request a block of time in order to have his or her seniority considered.
(c) Establishment of such dates or periods shall be worked out in
understandings between such departments, agencies, institutions or other
local operating units and the appropriate designee of CSEA unless they
mutually agree that such dates or periods are unnecessary or undesirable.
(d) Apart from any other arrangement developed pursuant to other
provisions of this section, an employee’s properly submitted written request
for use of accrued vacation credit shall be answered in writing within five
(5) working days of receipt. While management has full discretion to
approve or deny an employee’s request, a written reason for a denial shall
be provided.
§10.7 Sick Leave Accumulation
Employees who are entitled to earn and accumulate sick leave credits
may accumulate such credits up to a total of 200 days. Employees shall
have the ability to use up to 200 days of such credits for retirement service
credit and to pay for health insurance in retirement.
§10.8 Use of Sick Leave
(a) Employees shall be allowed to charge absences from work in the
event of death or illness in the employee’s immediate family against
accrued sick leave credits up to a maximum of 25 days in any one calendar
year.
(b) Employee’s absences from work which would normally be approved
as sick leave and charged against sick leave credits may be charged against
other credits if the employee has exhausted his or her sick leave accruals.
Such use of other leave credits shall not be denied routinely or
unreasonably, but may be denied in any case where the use of sick leave
credits, if available, would be denied.
(c) Requests for use of sick leave as bereavement leave or for family
illness shall be subject to approval of the appointing authority; such
approval shall not be unreasonably withheld.
(d) Sick leave credits may be used in such units of time as the appointing
