the Director of the Governor’s Office of Employee Relations with a listing

         of  grievance  representatives including  official  work  station  and

         departments/agencies of such employees. Between quarterly listings,
         CSEA shall notify the State in writing on the first of each month of any

         addition  or deletion  affecting  the employees eligible  for  employee
         organization leave for this purpose.

            Where a CSEA Local is comprised of employees from more than one
         agency and/or work location, CSEA shall so indicate. An employee whose

         name does not appear on the list can be denied employee organization
         leave, at the State’s discretion.

            (2)  When such activities extend beyond  the employee’s scheduled
         working hours, such time shall not be considered as in paid status.

         §4.10 Leave for Labor/Management Activity
            A reasonable number of employees shall be granted a reasonable amount

         of employee organization leave, including travel time, for the purpose of
         participating in mutually scheduled joint meetings of special committees

         established pursuant to other Articles of this Agreement or mutually
         scheduled joint meetings of management and employees.

         §4.11 Travel Time
            Travel time as used in this Article shall mean actual and necessary travel

         time not to exceed five (5) hours each way.
         §4.12 Leave of Absence Information

            The State shall provide an employee who is going on an authorized leave
         of absence with information regarding continuation of coverage under the

         State’s Health Insurance Program during such leave. The State shall also

         provide to such an employee a memorandum prepared by CSEA regarding
         necessary payments for CSEA dues and insurance premiums during such
         leave.



         Article 5
         Management Rights

            Except as expressly limited by other provisions of this Agreement, all of
         the authority, rights and responsibilities possessed by the State are retained

         by it, including, but not limited to,  the right to  determine the mission,
         purposes, objectives and policies of the State; to determine the facilities,

         methods, means and number of personnel required for conduct of State
