beginning and the end of the Winter Maintenance Season.
(e) Winter Only Work Locations
(1) For work locations operating only for the Winter Maintenance Season,
transportation maintenance residency personnel, regional crew, and drill
crew personnel shall have their seniority integrated for work location and
shift assignment.
(2) Seniority for assignment to work location and shifts shall be as stated
in Sections (c)(3) and (d), respectively.
(f) Call-Out Response Plan
(1) In recognition of the necessity for employees of the Office of
Transportation Systems Maintenance engaged in winter maintenance
activities to be responsive to unscheduled call-outs, and to ensure an
acceptable level of service, the following call-out response plan will be in
operation:
(a) In instances where an individual is called out ten or more times during
the season and:

(2) Operating Conditions
(a) Anyone assigned to the winter maintenance program of the Office of
Transportation Systems Maintenance shall be eligible.
(b) Call-out shall be made in strict accordance with overtime rosters
established pursuant to this provision and/or Article 27, whichever applies.
(c) If an individual is called and not contacted on two consecutive
occasions, that individual becomes ineligible for participation in the plan,
and shall be assigned to standby on an individual basis as deemed
appropriate.
(d) In order for an individual to be reinstated to eligibility in the plan,
he/she must respond to three consecutive non-standby call-outs.
When restored to eligibility, the employee shall be credited with the
